Colorado Just Signed SB25-003 Into Law. Here’s What That Means for Gun Owners.

On April 10th, 2025, Colorado Governor Jared Polis signed SB25-003 into law—legislation that will fundamentally change how Coloradans purchase and own semi-automatic firearms. This isn’t just another bill. It’s a calculated move that adds layers of bureaucracy, cost, and delay to what was once a straightforward right.
Starting August 1, 2026, any Colorado resident looking to purchase a semi-automatic rifle, shotgun, or gas-operated handgun with a detachable magazine will be required to first obtain a state-issued eligibility certificate. You can read the full text of the law here.
Here’s what that means in practice:
- Mandatory fingerprinting
- Completion of a state-approved firearms training course
- A state-level background check (on top of the existing federal one)
- Application and processing fees. The total cost is estimated at $300+
- Waiting periods that could last 6 to 12 months
And if you think this is a one-and-done process, think again. The certificate expires every five years, meaning Coloradans will be required to repeat this process regularly just to maintain their ability to purchase the most common firearm platforms in the U.S.

This bill passed despite months of organized resistance from Colorado’s gun owners, retailers, and Second Amendment advocates. While it’s now law, the fight isn’t over.
